An Bord Pleanála – Enterprise Case Management Modernisation

Test Triangle delivered a significant digital transformation and case management modernisation programme for An Bord Pleanála (ABP), supporting the organisation’s critical role in Ireland’s national planning, strategic infrastructure, and appeals processes. The programme was designed to modernise legacy systems, streamline complex statutory workflows, and establish a secure, scalable, and future-ready enterprise platform capable of supporting the evolving needs of Ireland’s planning and development framework.

Built using Microsoft Dynamics 365, Microsoft Azure, AngularJS, Power BI, and a CQRS (Command Query Responsibility Segregation) service architecture, the solution replaced fragmented manual and legacy processes with a unified digital case management ecosystem. The platform provides a centralised environment for managing planning applications, appeals, strategic infrastructure developments, inspections, stakeholder correspondence, document management, reporting, and decision support activities throughout the complete case lifecycle.

The modernised system was designed to support the highly regulated and quasi-judicial nature of An Bord Pleanála’s operations. Given the statutory obligations associated with planning decisions and infrastructure approvals, the platform incorporated robust governance controls, comprehensive audit trails, role-based security, and full process transparency to support regulatory compliance, accountability, and operational integrity.

A key feature of the programme was the implementation of end-to-end workflow automation and case tracking capabilities. The platform enables planning cases to progress seamlessly through intake, validation, assessment, consultation, review, recommendation, decision-making, and closure stages. Automated task management, notifications, escalations, and service-level monitoring significantly reduced manual administration while improving processing efficiency and consistency across departments.

The solution integrated directly with Geographic Information Systems (GIS), enabling planning officers and decision-makers to visualise and analyse location-based data associated with planning applications, infrastructure projects, environmental assessments, and development proposals. This enhanced spatial planning capabilities and improved decision support through the integration of geographic, operational, and case management data.

Security, resilience, and compliance were central design principles throughout the engagement. The platform incorporated enterprise-grade identity and access management, GDPR-aligned data protection controls, secure integration services, encrypted data handling, and business continuity measures to ensure the protection of sensitive planning and infrastructure information.
