Department of Education – CMS 2.0 Digital Transformation Programme

Test Triangle successfully delivered a major enterprise-wide digital transformation programme for the Department of Education through the design, development, and implementation of the Case Management System (CMS 2.0). The programme represented a significant modernisation initiative aimed at replacing fragmented legacy systems and manual processes with a secure, cloud-native, scalable platform capable of supporting the Department’s evolving operational and regulatory requirements.

The CMS 2.0 solution was architected using Microsoft Azure, Microsoft Dynamics 365, Dataverse, Microsoft Power Platform, React.js, and Next.js, creating a modern, extensible digital ecosystem capable of supporting high volumes of complex case management activities across multiple business functions. The programme consolidated previously disconnected processes into a single enterprise platform, providing a consistent and standardised approach to case handling, workflow management, reporting, and governance.

The platform was designed to manage the complete lifecycle of education-related cases, from initial application or enquiry submission through assessment, validation, correspondence, approvals, escalation management, reporting, and final resolution. Built-in audit trails, document management, workflow automation, and compliance controls ensured adherence to public sector governance standards while providing full transparency and accountability across all case activities.

A key component of the implementation was the establishment of a secure and resilient cloud architecture leveraging Microsoft Azure services. Enterprise-grade identity and access management was implemented through Azure Active Directory, enabling role-based access controls, multi-factor authentication, and secure user provisioning. SharePoint Online was integrated to provide structured document storage and records management capabilities, ensuring compliance with information governance and retention policies.

The solution incorporated extensive workflow automation through Microsoft Power Automate, significantly reducing manual intervention and streamlining complex business processes. Automated notifications, approvals, escalations, task assignments, and service-level tracking improved operational efficiency while ensuring consistency and accountability across departments. Advanced analytics and operational reporting were delivered through Microsoft Power BI, providing management teams with real-time visibility into case volumes, processing times, performance metrics, service delivery outcomes, and compliance indicators.
